Notice is hereby given that a public hearing to obtain the views and comments of citizens on community development needs will be held on February 25, 2021 at 4:00pm.
Due to the COVID-19 crisis, this meeting will be held online at: https://join.freeconferencecall.com/racf.
Participants without computer access may call into the meeting using the following toll-free number and access code: 844-855-4444, 2822862. Every effort will be made to provide the needed materials to all residents, including persons with disabilities and LEP persons, upon request. Please call the Borough at 724-887-8220 or RACF at 724-437-1547 ext. 210 at least 72
hours in advance of the hearing to request technical assistance.
The hearing will address proposed modifications to the Borough’s FY2016, 2017, and 2018 funded activities in order to reallocate unused demolition funds in FY2016 and FY2017, as well as the FY2018 balance of the completed Pearl Street Road Reconstruction project to a newly proposed sidewalk/storm improvement project along Chestnut Street. The hearing may include a discussion of the Borough’s past and future CDBG uses.
CDBG funds are provided to the Borough from the Pennsylvania Department of Community and Economic Development (DCED) and may be utilized for a variety of community development and housing activities. Seventy percent (70%) of available funds must benefit low- and moderate-income persons.
These proposed activities plan for no displacement of any persons or affordable housing units. It is the stated policy of the Borough to avoid activities which result in displacement. In the unlikely event any activity funded by the CDBG program results in displacement, it is the responsibility of the Borough to provide relocation assistance.
All interested agencies, groups and persons wishing to comment on the proposed modifications or any of the Borough’s community development needs and uses of CDBG funds may submit written remarks to the attention of Angelo Pallone, Scottdale Borough Manager (10 Mount Pleasant Road, Scottdale, PA 15683) by the end of the day, March 4, 2021. Please indicate
which activity modification you are addressing.
The Borough will consider approval of the proposed CDBG modifications at the next regular meeting on March 8, 2021 at 6:30pm.
